Catalytic Converter!?!?! and exhaust questions

First- So I just had my rusted out muffler and exhaust conveniently fall off while I was running some errands saving me some work and reorganizing my priorities. So I am building a new super quiet exhaust system. it was dual 2.5" pipes that were Y'ed into a straight round 3.5in 3.5out 44x11 muffler with a 45 deg exit before the back driver-side wheels.

With my boxes in, figuring a new cheap walker muffler heavy duty or school bus muffler. I can either maintain the 3.5 in and out and go slightly smaller like the this or change to a 4" output on a school bus specific replacement.

I'm planning on running straight pipes all the way back as I have boxes basically everywhere I could put em on the side.

What's your ideal system. I want it to as quiet as possible as I will be city boondocking a fair amount of time and would like to be as courteous as possible

Second- it does not have catalytic converter. And probably never did based on how old the exhaust seemed. What is the legal requirement for old buses, mine is 1983 BB, it was a forest service bus, so I assume they were up to code. It's registered in MT so no worries about inspections, but I may want to import it into Canada eventually so just wondering if I should start saving my pennies

Depending where you register and live in Canada will matter about inspections. Near Vancouver / Victoria you have to pass inspection.

If it didn't come with one, then I wouldn't bother adding one. It should be quite legal as it came from the factory.
