I think it would be best just to let everything that's settled out on the bottom of the tank stay settled out on the bottom of the tank. I think the drains are there just in case you ever had to drop the tank for some reason. 60 gallons of diesel fuel would be an extra 640 pounds or so in addition to the weight of the tank.
