Rim Question

i guess these are called "budd wheels"?

i want to rotate the tires around. do these rims work in any position on the truck?

i want to put my steer tires together, and put them on the passenger side back.

is it ok to put new steer tires on my back rims and make them my new steer rims?

or do the rims stay where they are and the rubber needs to move?

the tires all look like matched sets. the passengers rear is the lowest tread, driver rear is medium tread, and the steers are pretty good. i want to phase out the oldest and put on some new rubber up front.

If all your tires are matched then you should be good to move them around. The wheels are likely the same all the way around.
You can have steer tires on all 6 wheels, but don't move drive tires into the front. That's the only rule, as far as I can tell..
Budd's they are. Not sure if they're stud or hub pilot, though

The rims should be all the same. There should be numbers stamped on them somewhere.

If the rears are caps, do Not put them up front. In most states thats illegal
