Question Would someone please decipher this for me?

This is from the build sheet from an 2004 IC RE 300:

INTL DT466 HT 250HP/2600 GOV EPA 1998, Electro-Hydraulic Fuel System, 250HP @ 2300/2600 RPM, 660 lb-ft Torque @ 1400 RPM, 2600 RPM Governed Speed, 258 Peak HP (Max)

Specifically, What does the "GOV EPA 1998" mean? (And anything else of relevance) I'm am trying to find a bus with the fewest emissions stuff.

Further down in build sheet I found this entry:

2002 FED EMISSIONS INT'L ENGINES N/HT530 for 2002; for International VT365, T444E, DT466 and DT530 Engines

Thank you,as always,
-Shay

EPA requirements were updated from 91 that year, that bus meets the new regulations. That bus is the last of the good years for us. I would have no qualms with that bus.
