There are three basic types of electric engine block heaters for water. The freeze plug type and the lower radiator hose type are just a heating element. The third called a tank heater, in my opinion these work the best, mounts in a heater hose. The most common circulates the water by convection. Another tank heater has a pump, I had never heard of this one until I just looked it up.

In my opinion, unless you live someplace that the temperature gets WAY below zero a oil pan heater isn't necessary. The water heater will, somewhat, make the oil warmer.
