Something wasn't right with your DT360--one sample isn't enough data points for a conclusion. Mine averages 12+ and has gotten as good as 13.1 on a trip out to Iowa. I think they are nearly identical in everything except weight. The 5.9 Cummins weighs 950# and the DT360 weighs 1,300#. I'm assuming this is because International made naturally aspirated versions of everything and when you are running a farm tractor or industrial engine wide open all the time, the displacement is what determines the horsepower. They probably used one basic block design with minor changes to suit a number of displacements. The internals between the Cummins and International aren't that different. The extra weight seems to be in the block.

The extra weight is in the block, and the whole rotating assembly. The DT's rods and crank are a bit bigger than the Cummins.
