I would be concerned that your ECU is browning out and rebooting itself and that is why you are seeing the gauge sweeps. But you said you have the T444e, which I assume is the electronic fuel injection, I assume it would be very noticeable if the electronic fuel injection browned out even for a part of a second.
I had a classic car with a wonky regulator that would lightly charge with the lights off, with the lights on, it would randomly brown out the pertronix aftermarket electronic ignition module, and the engine would cut out for maybe half a second before the module recovered and started working again. That was very noticeable, and I assume it would behave similar for your bus.
