2 questions on maintenance

Hello!
I have a 2000 bluebird and I am going through all of the preventative maintenance. I've never had anything like this before so I've got to ask some stuff.
1) I think there is a power steering filter somewhere. Where is it and do I need to change it?
2) there is a small racor fuel filter water separator light near my dash. How do I drain the water from the fuel filter?

Rated Cap: Just the two of us.
Power steering filter is probably in the large hydraulic reservoir.

Most Racor water separators have a petcock on the bottom to drain water.
