You really do have to qualify

62 years old is one of the qualifying factors

And in Washington State it is $75 for a winter camping pass in the state parks for seniors

Well, I looked at the "Definitions" at the nps.gov website, and came across this (italics/underline mine):
Non-Commercial Vehicle: Passenger car, van, pick-up truck, converted school bus, recreational vehicle, etc., used to enter a Federal recreation site for non-commercial purposes.
I just about fell out of my chair....
