Indoor Fla bank?
So after what seems like hours of reading. It seems like it is possible to put my fla bank in my living quarters as long as I vent it properly. I feel the benefit outweighs the risk.
If I put them in my underbelly storage, they will be harder to access and i fear it will make it less likely that I will do proper maintenance. Outside, there is also more temperature exposure, and it would be a little more difficult to wire. Has anybody else done this. If so. Have you had any issues?
Any special lining I should use for my ply box?

I built a plywood box for my battery bank (2 6volt batteries) then coated the inside with fiberglass resin to seal it and keep the battery fumes from eating the box. Used closed cell weatherstrip foam to seal the removable top and installed a vent on the top.
Keeping the bank inside keeps the batteries warm and, ideally, accessible. The through-the-body vent came from Dyers RV and the part that goes through the top of the box is a piece of p-trap that I epoxied to the lid. I just unscrew the trap nut to disconnect the vent when removing the lid.

Not really, I once coated an 18" square of 1/2" plywood for a base for my daughter to work clay on. I get things done when others say it can't. I've coated carbon fiber, rocks, glass, wood.

With powder coat? Doesn't it require electricity to get it to stick before throwing it in the oven? Spray paint would be way more faster/easier for plywood.

See now, here you thought you knew powder coating. There are ways to get around the fact the item is not metal. If I tell you I would have to kill you. 
While spray paint is faster/easier it is far less durable.
