A little more context is needed.

Where is this located on the bus?

To what is it connected?

What model year, make, model of bus (Handi-Bus, Vision, TC1000, All American, etc.), and chassis would be helpful.

To me, it doesn't look like a part from a bus. It looks more like part of a TV antenna.

It is the control panel instrument light fiber optic hub. There is one light in the middle of it and fiber conducts light to the little labels by each switch

I was wrong....

My best guess was that it is a blinker fluid distribution manifold......
