I didn't plan on putting them on mine, but I may now that you have brought it up. May come in handy if it ever clogs...

My theory on maintenance is that if there is something you can't get to, that will be what breaks. If you have any doubt about whether it's needed, just consider how much easier it will be to install it before a problem crops up as compared to later if/when there's a problem.

It's nice to be able to have a look inside and to clean out the inside when winterizing. They're easy to install.

I wouldn't put a hand hole in a tank because that would be a major source of potential leaks, let alone how do you access the access. Pooh tanks with a straight drop toilet can be washed out through the toilet. A grey tank shouldn't get too much in the way of solids.
Water tanks, filled by filtered water, and kept dark, shouldn't need cleaning.

My floor has two big circular openings right over the tanks. I had wondered what they were for until comming here. Evidently its to inspect or repair/replace the lines above my fuel tank I was just going to cover them but this will still allow me access to the top of the tank like the manufactured created. Its not, at least for me, to gain access to the inside of the tank.

I think they were referring to waste water tanks
