Only addressing the smell issue: The only ways for smell to escape the tank(s) are the toilet, sink and shower if you have one. Also the vent and dump valves. These are all present regardless of tank location. Keeping the P/J traps full will take care of sink etc. Of all of these, the only items that will differ greatly for an inside located tank are dump valve(s). For the dump, I would build a small recessed compartment around the valves, with an exterior door. Seal it real good so the valve system is isolated and entirely outside. Other possibilities for an inside tank are poor sealing at the inlets and outlets, and then cracks in the tank. Another non-smell issue to deal with is making a sturdy platform for the toilet. It'll need to be over the tank. Depending on tank dimensions and location, could get interesting, especially if you have a low roof. Low profile RV toilet will come in handy here.
