ASME Propane Fill

Where do I fill this propane tank?!
So one port says "Fill", but it has a 1/2 flare 90-degree adapter on it. From what I have seen online that is where everyone fills. But there is no way I could do it there.
I think I understand the "sight" port, the "if I'm blowing white, shut it down" port, and the "vapor" port.

I also have a port on the bottom side of my tank that looks like the right size to fill with? What is that port for?

This is a rather strange setup and I recommend taking it to your local propane dealer and have it updated.
In the top pic, At first I thought the large plug on the left was a level sender without the face, now i think it's a safty blowout. If there is a fire, The center melts an allows a controlled vent as opposed to an explosion. The fitting with the elbow may be part of a remote fill, the thing with the solenoid is the feed to the regulator. (odd looking thing). The one near the bottome is the origional tank fill.

Forgot, the little bleed valve at the right of the elbow is the 80% bleedoff valve.

Replace Fill

The bottom is the fill right?
Can I just replace that with the current standard or will it have mechanical pieces behind it (ie floats for 80% full)?

I am having an issue finding a propane dealer. Is there a chain or location that you would suggest?

I spoke to some of the Ham radio guys and they told me who to talk to in the city I work. He said the bottom port and the top left port are both fills. He said you just have to watch it if you use the bottom one, because there might not be an 80% float on it. He said to make sure I open the vent valve and when it blows white your done. He also said he has filled ones before with the bottom fill like that.

So I found out more. That bottom port is NOT for filling.
I had to buy a new fill valve for the top "Fill" port.
Filled her up $71! Holy cow!
It is working great. Only have 1 leak in the plumbing of the propane.

So can these ASME tanks hold a lot more than the tanks that need to be certified? Cause it doesn't look much bigger than a 30lb tank. A 30lb tank can only hold ~7 gallons according to Google. But this thing says it is a 24.5 gallon tank. I think he was able to put about 18 gallons in there.
