The transmission selector thinks you are in reverse. Put the selector though all the gears, then back to neutral and try again. If that fails, try "bumping" the selector toward drive to encourage it to "see" neutral. Try again. The issue is in the selector because the neutral safety switch is not in contact with the circuit.
When the neutral safety switch is in contact with the circuit the relay in the steering column or dash board completes the circuit and the starter starts the engine. Any other position the connection is broken and the electricity does not reach the relay.
In your case the selector choses to "see" reverse and connects all the circuits connected with reverse instead. Thus you have reverse lights on and the warning horn blaring as if you are backing up.
