I don't know if the state rules are planning to shut them down or just assess the carriers a hefty carb tax for noncompliant vehicles to operate in the state. Either way though it is driving a lot of independent truckers out of operating in that state. Most fleets though are already mostly compliant as the EPA2010 trucks all meet California carb requirements.

Ca emissions for diesels are All comercial vehicals must now meet 2010 diesel emissions standards and have to pass smog checks, California also considers all pickup trucks comercial vehicles, CARB Regs specifically mentions RV/ Motorhomes & are exempt from the new standard & do not need smog checks.
