Chop job for heavy towing

Need a tow vehicle for a 14-15k# trailer, don't want diesel.

Understand the "8100" 8.1L + Allison's the way to go, and would be especially interested in a working propane fueled unit, factory or conversion.

I guess 4x4 would be asking too much?

Shorter would be good, if it can use a regular hitch, maybe pintle?

Otherwise thinking of converting to flatbed or pickup to go to 5th-wheel.

What registration states are easier for such a franken stein rig?

Total noob to the bus world, so appropriate maker/model text strings for searching, links to auction sites, other tips to find what I'm looking for?

And links to relevant threads for the towing / chassis work would also be appreciated.
