Insulation for an inward/outward door

The Inward/outward door has been known by Carpenter as the standard door and the good thing about it was that they did a grand job in closing since the weather stripping doesn't overlap much on that type of a door. But the downside to it is that there is a draft at the bottom of the stepwell. Now how do you stick with that type of door and control the draft at the bottom of the step?
