Lower Wall Removal?

Howdy Folks:
I'm new here and to the whole skoolie thing, so I'll say a quick "Hello to all."
I recently picked up a real nice 1997 GMC Bluebird with a 366 on Propane and I dove
right into the conversion process. I pretty much have the interior removed and I was
wondering if the lower portion of the wall ( as shown in the photo ) is removable, or not?
I've looked at a lot of You Tube videos and other resources and it would seem that this
lower portion of the wall is not being removed by other people doing conversions. Is
there a reason for this?

I don't see pic, but that inner wall is structural chair rail, they call it. If it has a ton of rivets in it, it's important.

My ceilings definitely weren't important and they were riveted heavily.

Okay, hopefully the picture is visible now.
Yeah, I just spent two days taking out rivets and I'm of the opinion that everything has lots ( and lots ) of rivets.
But yes I am referring to the "Structural Chair Rail," I just didn't know it was called that. If it is an important structural component, then I'll definitely leave it be - I could do with a break from the rivet removal routine.
