Looks like it could also have been a cheap housing option for a lot of homeless that need shelters.

great idea! but they would neverr pass code or other laws designed to protect those homeless folks from living in sub-par conditions.

Yep. Our homeless shelter here houses about a hundred people and cost nearly two million dollars of "bailout money".
