a lien isnt the only thing an HOA can do... they can bill you for the unpaid fines.. and can make the fines a daily renewal in many cases so each day you are in violation they can hit you with it. some have limits against this.. but others can do it.. they will go get judgements on you and F up your credit if you dont pay the fines.. typically the reoccurance of violations is handled in the HOA charter.. you can read it and see if yours allows this practice...
