I think there should be a restriction about posting a website until after 100 posts or something like that to make it harder for these yoyos.
maybe they should answer a questionnaire before the account is activated. you can eliminate the last 10 pages of the membership list except for a handful.

the .net doesn't have anything to do with the spam. Popular forums and even unpopular forums are always pounded with spam. There is very little anyone can do about it other than have moderators on the forum filtering it.
