Replacing red and a ber front lights with driving lights

I'm fairly certain this would be illegal to use on the road in all 50 states, however it would be handy on dirt roast looking for a camping spot, and look .... cool to some, retarded to others...

I originally wondered about lights that could mount into the body flush and water tight, Google has yet to show me a photo of these, I'm sure I'm not the first to think of it.

What is "ber?" I plan on keeping the turn signals up top and changing the reds to bright driving lights on a separate switch. I will also do the same in the rear for back up lights, but they will be wired into the existing backup lights.
