9 times out of 10 people with a dually (even in pickup form) don't rotate their tires so running a dedicated steer and drive setup makes a lot of sense due to the gains in longevity and overall handling. I liken it to having a set of snow tires and a set of higher performance directional summer tires on a car versus all season tires. However, given the usage of your bus I would just get the all position tires. They will suit you just fine for what you're going to do with the bus and the money could be better spent elsewhere. For what it's worth, I run tube style bias ply all position tires on the front of my bus because they were cheap and work JUST fine for what I need them to do.
