In South Dakota the cost to license it (license plates and annual tags) varies depending on unloaded weight for RVs - so I made sure to weight it before we got the bed frame and appliances in!!

So I recently learned it's the owner of the chassis that sets the GVWR. So you are correct that when you tell them it is less when you go to rereg.. Your plate will show a 26000+- weight on the tag and that can't be exceeded and costs will be accordingly.
