Why do shops do that?

Looking at a couple busses that have had the dashboards replaced.

Is that a common thing to replace?

as long as it is common, I have never known that to be an issue with ANY vehicle?

You're just way more likely to find one with the gauges/dash replaced. I'd rather have it that way than have something not working or need to change it out myself!
