Why don't 1/4" Rivets fit in a 1/4" hole?

Anyone out there know about rivets. I bought 1/4" SS rivets and they do not fit into a 1/4" hole. Is this normal? Should I just use the next size up drill bit? Any help is appreciated.

You want a size "F" drill bit, which has a 0.257" cutting diameter. And possibly larger - I ordered a bunch of 1/4" SS rivets and their actual diameter as measured by calipers is 0.26", slightly too large even for an F bit.
