May not help for USA but in Canada

In Canada I was able to put day permits on it for "unladen Commercial use" IE. I would not be using it to transport people or cargo just to move it.

Yup Solved it!

Thanks a million! I can confirm this solved the issue. I could not find the part locally so I just got 4 standard bulbs and swapped them back and it fixed the issue immediately. I'm going to order it...
