I took a closer look at the modulator assy. The linkage seems fine and the travel is within spec. The return spring is still attached and properly pushing the cable back...

Yup, fluid level is good. The bus has 200k+ on it. The engine was swapped for an overhauled unit around 20k ago, not sure if the trans went with it or this is the original.
