Usually there are two filters in series, a primary then a secondary. The primary filter is before the fuel supply pump, closer to the fuel tank. A clogging primary filter could explain your symptoms....

Exit through the window as high as you can safely do. Getting draft started through a chimney can be a problem. The more warm vertical pipe you have can really help getting the the stove to draw.
