California CARB laws

I'm about to buy a 2005 F450 Thomas Bluebird. They are telling me it can only be driven 5000 miles per year in CA because of CARB laws. If I convert it to RV it will be immune to these laws. How difficult is it to convert to RV? What are the requirements and who decides if it fulfills the requirements?

If you re-title it to a RV, you will be exempt from the law...at least for now. Sacramento politicians love to mess up everything.
