In PA, there is a rule in that same Guide that states that no lighting may be added which was not original equipment or serves the same purpose as original equipment. I don't know how the cops would interpret that with respect to replacing flashers with backup or flood lights. I do know that things like running board lights, flashing brake lights and underbody lights will get you a ticket.

l wonder how that would apply to a motorhome conversion where the exterior has been modified? - the new lights might be considered to be original equipment for the 'new' vehicle classification ( as long as it doesn't have any illegal under body etc lights ) - pretty hard to have it original after decommissioning some of the factory installed equipment

They Luminate red or yellow depending on what they are. So yes. Look at semi trucks. These are the same lights they use.

Maybe a little OT, but these were the lights I went with on my utility trailer. The outer ring is the tail/running light, and when you step on the brake, the inside lights up (and I believe the outside gets brighter as well.) I didn't like any of the standard kit lights where the whole thing just gets brighter when you hit the brakes - you can't always tell if its glare, or someone stepping on the brakes.

I'd love to keep the same style when I get a bus.

(These particular lights came from Etrailer.com, but I don't know if they come in bus sizes. These are 3.5" I believe.)

I replaced the bulbs with LEDs
These worked for all my directional lights - the brake light ones are a bit different - and I can’t find the link right now.

I replaced the school bus 8-way lights so that the outside ones are amber and connected to the directionals - the inside ones have a clear lens - I don’t use them while driving.
