Seriously, that looks a job for a drill. I don't see any other way to get that out. If you're not replacing what was attached to it, should be able to just use another rivet to reinstall if desired.

Tried a drill. The anchor thing just spins. Zero effect on it.

Maybe try an angle grinder equipped with a flap wheel? Grind it down flush with the ceiling and bob's your uncle.

May've gotten lost in all the traffic, so again I'll ask: why not hole saw @ the boogers, drop the ceiling, and attack with a sawzall.

I didn't realize you didn't care about damaging the panels, if that's the case I would have used a grinder wheel on an angle grinder and been done yesterday.
