Floor Help!

Hi all,
I finally stripped the floor and walls to find some damage from a couple leaks. We drive a Ford E350 a former shuttle bus for an old folks home.

Any who, the floor is plywood with metal strip underneath.

Instead of taking out all the wood I was gonna chop out the rotted wood and patch the areas then attach them to the under frame.

I am wondering to frame or not to frame, insulate, cover with plywood and then put tongue and groove wood flooring? IS there a simpler way?

What should I use to frame the floor? What about insulation?
Any advice would be wonderful!
