Hey, we agree on something!
Take a hammer to the floor would be my #1. Knock off as much flake as you can.
Then wire wheel the floor, sweep, vacuum, clean with simple green. Dry it off. Then rust converter.
Then cut out the bad spots, spot treatment of rust converter there as well.
Then prime, paint, patch. Unless welding patches: then weld patches, prime, paint.
