Propane water heater placement.

Short and sweet: is there any regulation stating how far a propane water heater must be from the diesel fuel door?

Not that I know of. Keep in mind diesel fuel is not explosive so it's not a huge concern. Use common sense and make sure the venting is proper and the unit is installed correctly.

I'm not seeing anything specific out there.

Our friend Wikipedia has this, https://en.wikipedia.org/wiki/Flash_point, though to be honest the article is not written well.

Diesel fumes are dangerous, though less so that gasoline fumes. I wouldn't put a source of flame anywhere below a diesel inlet, or anywhere where diesel could splash. On a hot day diesel is just as capable of producing combustible fumes as gas.

Is your hot water heater vented or ventless?

If vented, I'd make sure the vent is well away from anything combustible. You can always run the plumbing a little farther to the sink or bath/shower.

If it's ventless, then there should not be a concern, as the hot water heater is contained inside the bus, and the diesel fill spout is outside.

That said, if it's a ventless, make sure the hot water heater has a way to let the heat vent into the cabin. I mistakenly put mine under the kitchen sink not realizing how hot the radiated heat is.

3 feet. At least that’s the distance for propane from an ignition source.
