im looking at a 1994 7 window 3800 international 7.3 non turbo and im wondering what to expect on mpg.

Around nine or so id guess.
Id opt for a turbo.

Engine, trans and rear axle ratio will tell you a lot. Tire size can make a big difference as well.

A turbo & intercooler would help.

If you plan for 6 MPG anything better will be a nice surprise.

Planning on 10 MPG and only getting 7 MPG would be very disappointing.

Banks Turbo Kits and intercoolers for Ford pickups of that vintage are a direct bolt on for the IHC non-turbo 7.3L diesel.

No I don't think it will be as bad as 6 MPG. But 10+ MPG would be over optimistic.
