Coolant Heater Removal and Shut Off

My bus has a coolant heater in the back with large tubes that feed it. I found a block in the engine compartment that has a knob that I believe shuts off the coolant to the inside. My questions are if I close the knob there is a light on the dashboard that lights up saying coolant heater, is it ok to drive with the knob closing it. On the block there is also what looks like a drain, is that to drain the coolant that is in the pipes in the bus? Also, is there a good way to remove the heater without making a mess? Thanks.
