I'm in NY, just registered a '97 Intl 3800. As long as the seats are removed, you can register it in NY as a van (They asked me for photo proof). DMV here allowed me to self certify the weight, and as long as you set the gross less than 26,000 pounds (I did 22,900) you don't need a CDL.
My insurance is through State Farm with my regular car insurance. It's private commercial and for basic liability it was not expensive. I think about $350 a year.
I don't know about transporter tags, but I think you can get temps from California.

I didn't raise my roof, but imagine this to be true. I panicked the moment the seller handed me the keys and then he drove off!!! I panic everyday with the enormity and responsibility of owning a 38ft school bus! Some nights, I get no sleep.

We're also East coasters who bought a California bus and drove across the country.
The school district provided us a bill of sale and copy of the title. Our first stop in California was to a local DMV office with that paperwork and our IDs to purchase a trip permit -- a sticker that went in the window in lieu of license plates. With the windows down at 65mph, it kept blowing off, so we secured it with duct tape. I believe it was good for a week and was recognized in all states.
We brought tools and the district's maintenance supervisor kindly gave us some extra oil and coolant for the journey.
We also brought a good road atlas because we were unsure if the bus would have an outlet for charging our cell phones. (It did have one but needed to be re-wired, so the outlet didn't work). The dishboard back light also didn't work, so we bought a puck style light at Target so we could keep an eye on fuel level and engine temp when driving at night.
Based on the school's location and our destination of Maryland, we took I-40 much of the way, with some diversions to stretches of historic Route 66. The stretch through the Mojave Desert was was
As for the name -- our plan has been to build a vehicle for our adventures, which became known as our adventure vehicle, then AV. That eventually became her name: Avie.

I drove my unknown bus for the first time on August 15th. I had never driven a school bus… with air brakes to boot! I was too nervous and excited (panicked), so I stayed over night in the Lowe’s parking lot. In the morning, after purchasing my plywood, I drove from Kentucky to Ohio than to Pennsylvania. Loved it!!
I should have just headed west!! But, needed to get my doggie.
