So we bought an air compressor and an air chisel set. One tool punches through the center of the rivet just fine but when we use the chisel to actually get the rivet off it does basically nothing. Is there something we’re doing wrong here?
You need to grind down the chisel a little so it can engage towards the bottom of the rivet head. Once you get it going, you’ll be snapping rivets off faster than if you had screws to deal with.

How much air pressure are you getting from the compressor?
Is it a pancake compressor or a big un?

when working on aircraft we don't use a chisel, we just an air drill to drill them out. Once the head is drilled then you can use a punch to knock the body of the rivet out of the hole.
