Weather proofing Windows

Pulled out the old windows and the weather stripping is petrified. What have you used to put back in the space. The 3/4 inch foam stripping they sell at the hardware store isn't thick enough.

Probably not the intended use, but I found a spool of this stuff in the dumpster at work a while back...

GORE® Joint Sealant

I have wondered if it would work for window sealing around the bottom, but I think it's meant more for higher pressure seals, not the more loose fit of a window where butyl caulk tape seems to be the go-to stuff.
