5.9 Cummins fan clutch problem

Have a1994 bluebird with a 5.9 Cummins has a fan clutch problem. The fan will not come on will overheat the engine in hills or stopped traffic. Took the old clutch off never really seen one like it with that plastic strap (thing) on it. Was a pain to get off cause you couldn’t get your fingers on the bolts to well once they were broke loose so had to use a wrench all the way. A new clutch is about $700 bucks. Is that normal? Will it last a long time if I buy a new one? How will you get the bolts started if there is no room to get your fingers back there? Any advice?
