Best touch-up paint for black International windows?

My windows are the kind that are painted black from the factory. Some of the windows have spots where this paint is peeling, exposing bare metal (aluminum I presume) that I need to repaint. What's the best paint to use and the proper prepping method for this? I'm planning on doing this with a brush because the spots that need touchup aren't all that large (maybe a spray can might work better).

Related question: my bus being from NY, each window has little riveted plastic stops towards the bottom of the inside window channel that prevent it from going down more than about 4". I've found it's easy to drill out the rivet from the track side while the window is out of the bus, but this leaves two 1/4" holes that I need to plug up in some way. I'm thinking of either gluing a little piece of plexiglass over the hole, or else using a 1/4 aluminum rivet with seam sealer and sawing off the excess in the track (so the window will reinsert). Any better ways to do this?
