Bottom lip on walls

I’ve seen some people keep this but can the bottom panel be removed? I’m wondering If some people kept them because they couldn’t take them off. I feel like the lip that sticks out will be annoying when installing the walls and insulation

The chair rail is definitely structural, since it's the only thing holding your walls to the floor. You could possibly cut off just the flange at the top (the folded bit that the seats are bolted to) but it's probably not worth it as it's a convenient bit for attaching your wall framing.
