Chair Rail

Wondering how most of you have finished your chair rails. I've seen a few ways on YouTube. I'm considering framing over mine and than rigid foam. My wiring is running over the windows as before the conversion. Am I missing something?

Frame up to them and drill through them if you need but I would not suggest removing them. They are a good part of your structure strengthening your bus.
