Coach Seats

I'm having problems with the recliner mechanism in my coach seats. Normally you lift a small lever at the end of the armrest and lean back. Now sometimes they don't recline. I opened up the armrest and there's a cylinder that looks like a screen door closer that controls the recline. I pulled it out and the shaft slides back and forth with no resistance. It looks like a sealed unit so I'm hesitant to open it up to see how it works.
Can they be rebuilt?
I did some hunting but couldn't find anyone that sells replacement cylinders.
Any ideas?
