2006 International CE 300
During demo should i remove the beige steel base around the bottom. Not sure what it is called. Its below the silver metal underneath the windows.

It's called the chair rail and it's how the walls are attached to the floor. You can't remove it without destroying the bus, so ... don't remove it.

Starting at 0:51 in the second video, you can see the chair rail and the ribs of the bus being attached to it.

As Musigenesis stated...
(Still shots)
First, the chair rail is attached to the chassis.
Then the ribs are attached to the rail.
Cutting it would disconnect the floor from the walls.
