While I don't have a direct answer to your question, I can tell you this much... smoke (or steam) coming out of the motor at any time in any place is NOT normal... I'd be VERY cautious of this bus...

I am fairly certain that is normal behavior. My semi has done that from the day I got it (new). 270,000 miles on it now and no major problems yet!

white smoke? As far as I know white never indicates oil smoke, oil would be black / blueish.
White normaly stands for something waterbased, coolant or just moister build up from sitting around.
