Cummins also has a huge export business.
Tooling is expensive so keep it and churn out the older versions for export because they do not have the emission improvement requirements, etc.
And "horsepower wars" do not come into play.

I knew about the HUNDREDS of options available when I had entertained the thought of Leasing a brand new short bus at one point.. you can even buy them as a school bus but with no school lights on them.. and in about any color you want as well.. they dont have to be yellow, you could even choose the number of heaters.. whether you wanted a mid-ship heater.. or heaters on the right and the left of the bus.. IC even offered options for double-pane windows throughout... high top vs low top.. electric escape hatches vs manual.. with or without fans.. and then onto A/C... dash-air or not in the IC's.. what 3rd party installer to install the rear A/C.. various gearings, tire sizes, etc..

you could even choose if you wanted a plywood floor or not.. perforated ceiling or not... but darn it no power windows or Navi!! LOL..
