I wouldn't put rosin paper under mats. Wire brush and paint the floor, then put the mats down, and see how it works.

I would agree with Bus-Bro, no need for the paper. As to the mat itself it would make a good floor because it will not only feel good under foot but will help with the noise as it has a heavy mass. It will not, however be of much thermal value because it doesn't have much traped air--the hallmark of good thermal insulation. It will be both slow to heat and slow to cool but will soon reach what ever is the ambient temp.
